What the workforce looks like in this sector

Petrochemical work leans harder on welding quality than most sectors. Stainless and alloy pipework, purge discipline and radiographic inspection put the weight on welder grade and fit-up, with scaffolding and insulation wrapped around the mechanical scope. Rotating equipment and instrumentation make up the rest of a typical maintenance crew, and inspection holds decide when each trade can move on. A requirement that reads like a process flow, access first and insulation last, gets a crew that is sequenced rather than stacked.

Material, not just process, decides the welder

TIG on carbon steel and TIG on duplex stainless are not the same skill, and a petrochemical scope will usually involve both. Naming the material grade and wall thickness alongside the welding position is what separates a requirement that can be matched from one that produces welders failing a client test on arrival. Welders qualify by a procedure test (WPQ) to your welding procedure, so send the WPS numbers you will test against and the test can be planned into the first days on site.

Jubail concentrates both the demand and the supply

The petrochemical cluster around Jubail means short travel distances, but it also means every plant is drawing from the same pool in the same outage season. Proximity helps with the day-to-day logistics of a requirement and does nothing for a turnaround raised late. Mobilization is 48–72 hours from purchase order wherever the plant is, subject to worker documents and site approvals, so the lead time that matters is the one you give for CV approval and gate passes.

Access and insulation follow the mechanical scope

Scaffolding goes up before the mechanical work and insulation goes back on after it, so a requirement covering only the welders usually leaves two gaps. Sending the full scope lets the crew be sequenced rather than mobilized three separate times. It also lets scaffolders be released as areas close out, instead of standing by while the last joints are inspected.

Inspection holds set the pace

On a petrochemical job the weld is not finished when the welder stops. Visual inspection, radiography or ultrasonic testing, positive material identification and hydrotest each hold the next trade back until they are signed off. That makes a QA/QC inspector and a clear test sequence worth including in the requirement, and it is why the crew plan should show who works while a line is waiting for film results.

Rotating equipment and instrumentation are their own crews

Pumps, compressors, agitators and blowers need mechanical fitters who can open, measure, align and box up to the plant's records. Instruments and analysers need E&I technicians for removal, calibration support and loop checks at start-up. Both trades are often under-counted because the pipework dominates the drawings. List the equipment tags or a count of items in the scope, so the fitters and technicians are sized against the actual work.

Chemical hazards change what a crew needs to know

Petrochemical units handle toxic, flammable and corrosive products, and each plant has its own rules for line breaking, decontamination, respiratory protection and emergency response. Say what the plant requires before a worker may break a line or enter a vessel, and the requirement can be planned around it.

Where the Kingdom's petrochemical plants are

Most of the Kingdom's petrochemical capacity sits in the industrial cities run by the Royal Commission for Jubail and Yanbu: Jubail for petrochemicals and heavy industry, Yanbu for refining and downstream processing. Jubail alone hosts a chemical complex of 26 plants and a full-conversion refinery among many other plants. Each operator runs its own permit and induction system, so the RFQ should name the plant, not just the city.

Plant gate pass

Each plant issues its own passes after reviewing worker documents, and passes are usually tied to a named contractor and work order. Send approved names early, because pass processing is often the longest item before start.

Royal Commission industrial cities

Plants in Jubail Industrial City and Yanbu Industrial City sit inside Royal Commission cities, which apply their own rules on top of the plant's. Name the plant's location so both are planned for, including where the crew will be housed and how it will travel to site.

Cards for access and lifting trades

TUV-carded workers are available for trades that require a TUV card: scaffolders, riggers (Level III), crane and forklift operators. Aramco-certified and non-Aramco workers are both available where the plant asks for one or the other.

Welder qualification

Welders are tested on arrival to your procedure (WPQ), not by TUV card. Send the WPS, material and position so the test coupons and schedule are ready.

Plant induction and PPE

Plants run their own induction and set their own PPE and respiratory rules. Gulf Orbit's safety induction is completed before deployment, and the plant's requirements are confirmed per site.
