What the workforce looks like in this sector

A construction requirement moves through the programme. Formwork and reinforcement dominate during the frame, blockwork and plaster as the building closes in, then MEP first fix, tiling, joinery and paint through finishes. Scaffolding runs across the whole of it, from the first lifts of the frame to the facade and the final strike. The headcount at any one time is a snapshot; what a buyer is really asking for is a crew that changes shape with the building.

Raise trades against the programme, not the month

Steel fixing sits on the critical path against the pour programme; blockwork and plaster follow each other floor by floor. Requirements written as a flat monthly headcount end up over-resourced in one phase and short in the next. Sending the pour dates or the floor handover dates lets the crew be sized against the actual work, and lets trades be added and released in steps rather than all at once.

Name the carpenter you actually need

Shuttering, finishing and gypsum carpenters are three different trades used at three different points in the programme. “Carpenter” on its own leaves it to chance, and the mismatch is usually discovered on the first morning. The same applies to masons (block or plaster) and painters (building finishes or spray coating). The register lists each as a separate trade so the request can be exact.

A supplied crew needs supplied supervision

Supervision is the first line cut when a requirement is trimmed and almost always a false saving. Coordination lands on your own engineer, who absorbs it alongside their existing job, and the crew reads as slow when it is actually under-directed. A civil foreman who stays with the crew handles attendance, daily targets and replacements, and gives your site team one person to talk to.

Scaffolding runs from frame to facade

On a tower, scaffolding starts with edge protection and access for the frame and finishes with facade access for cladding, glazing and paint. Those are different scaffolds with different crews at different heights. Say which stages the requirement covers and whether the scaffold material is yours, rented or needed as well, because scaffolding rental and erection is a separate service from scaffolder supply.

MEP and finishes overlap more than the programme shows

Electricians, plumbers, duct fitters and AC technicians start first fix while blockwork is still going up, and finishing trades follow them room by room. The crews share the same floors and the same hoist. Listing MEP and finishing trades together in one requirement, with the floor sequence, avoids two suppliers competing for the same access and makes it easier to hold one foreman accountable.

Heat, working hours and the summer break

Outdoor work stops for the midday break in summer, and concrete pours move to night or early morning in the hottest months. Residential districts add their own limits on noisy work. Crews on a tower often split into early and late shifts to keep output up. Tell us the site's working hours and any night-pour plans, so the headcount is planned for the hours that can actually be worked.

The Saudi Building Code 2024

Since 30 June 2025, building work in the Kingdom must follow the 2024 edition of the Saudi Building Code, which replaced the 2018 edition and added codes for seismic steel design, concrete repair and GFRP-reinforced concrete. The code body is now the Saudi Building Code Center under the Ministry of Municipalities and Housing. For a crew this matters mostly through the inspection and handover stages the code drives, so give the stage the project is at.

Main contractor induction

Building sites are controlled by the main contractor, who runs the site induction and issues site badges. Supplied workers go through it on the first day, so allow for that morning in the programme.

Iqama profession and trade

Some contractors and clients check that a worker's iqama profession matches the trade on the CV. Worker documents are reviewed per project, and CVs are sent for your approval before mobilization.

Cards for lifting and access

Tower and mobile crane operators, riggers (Level III), forklift operators and scaffolders carry TUV cards where the site requires them. State the requirement per trade so card copies come with the CVs.

Scaffold inspection and tags

Scaffolds are inspected and tagged before use under the site's own system. Say whose inspector signs the tags, so the supplied scaffolders work to that inspection routine from the first lift.

Municipal rules and working hours

Municipal permits are the developer's and contractor's, but they set the working hours, noise limits and road-closure times that the crew has to plan around, particularly in residential districts.
