Manpower Requirement Checklist

Updated: 2026-10-16Reviewed by Jonaid Hassan, Business Development Manager

Everything worth confirming before you send a manpower requirement: trades, headcount, site, dates and documents, so the first quotation is the right one.

A requirement that answers these questions up front moves faster through matching, documentation and quotation — not because it is treated as a priority, but because there is nothing left to ask before the work can start.

Scope

Scope decides which workers are matched. Name the exact trade and grade — a 6G pipe welder and a general welder are different requests, and so are shuttering, finishing and gypsum carpenters — and give a headcount for each trade rather than one total for the job.

  • Trade or manpower category (see the manpower register if you are not sure of the exact title)
  • Number of workers needed
  • Project or site location
  • Project type — construction, industrial, infrastructure, maintenance

Timing

Timing sets the hours basis the quotation is priced on. A start date on its own is not enough: the duration and the shift pattern (8, 10 or 12 hours, day or night) change the quotation, and known peaks let the mobilization plan arrive in stages instead of all at once.

  • Required start date
  • Expected project duration
  • Shift pattern — day, night, rotating or continuous
  • Any known peak periods where headcount will need to scale up or down

Site conditions

Site conditions decide the documents and cards each worker needs before entry. An operating plant usually asks for more than a general construction site, and TUV or Aramco card requirements are worker-level, so they have to be known before workers are nominated, not after.

  • Whether the site is an active industrial facility or a general construction site
  • Site induction, permit-to-work or access authorisation requirements
  • Any specific certification or trade test the site requires
  • Whether accommodation is provided by you or expected to be arranged
  • Whether transportation is provided by you or expected to be arranged

Documentation

Documentation is where most delays happen after the price is agreed. Worker documents are reviewed per project before mobilization, and naming the person who approves worker profiles on your side means CVs and card copies are not left waiting for review.

  • Who on your side approves worker profiles before mobilization
  • Any documents you need from us beyond the standard iqama, identification and trade documentation
  • Whether a purchase order can be issued once the quotation is confirmed
From purchase order to site

Mobilization of in-Kingdom personnel to project sites anywhere in Saudi Arabia takes 48–72 hours from purchase order (PO), subject to worker documents and site approvals.

What each answer changes in the quotation

What you sendWhat it changes
Trade title and gradeWhich workers are matched, and the category each is priced in
Headcount per tradeThe mobilization plan, and whether workers arrive together or in stages
Site and facility typeInduction, permits and the documents each worker needs for entry
Shift pattern and hoursThe hours basis the quotation is priced on
DurationThe contract period stated in the quotation
Accommodation and transportWhether they are excluded or quoted on request as separate lines

Common mistakes that slow a quotation

  • Writing “welder” or “carpenter” without the grade or type
  • One total headcount for the whole job instead of a number per trade
  • A start date without the duration or the shift pattern
  • Card or trade-test requirements raised only after workers are nominated
  • Assuming accommodation and transport are included — they are quoted on request
  • No named approver for worker profiles, so CVs wait for review

Frequently asked questions

What makes a manpower RFQ complete?▼

It names each trade with its grade and headcount, the project site and type, the start date, duration and shift pattern, any card or trade-test requirement, and whether accommodation and transport are needed. With those answers there is nothing left to ask before pricing.

How quickly will Gulf Orbit respond to a complete requirement?▼

Complete RFQs get a response within 24 hours: a priced quotation, or an acknowledgement with any questions needed to price it. Mobilization of in-Kingdom personnel then takes 48–72 hours from purchase order, subject to worker documents and site approvals.

What if I do not know the exact trade title?▼

Describe the work instead — for example “fit-up of carbon-steel spools on site” — and check the manpower register, which lists 57 trades by group. The trade and grade are then confirmed with you before pricing.

Can I send my own manpower list instead of filling in a form?▼

Yes. The request form accepts an uploaded list, and the Excel RFQ template on this page lists every trade in the register so you only fill in headcounts, site and dates.
