Jubail Industrial City is administered by the Royal Commission for Jubail and Yanbu, set up in 1975, which now also manages Yanbu, Ras Al-Khair and Jazan City for Primary and Downstream Industries. Its operators include SABIC affiliates, the Sadara chemical complex of Aramco and Dow, commissioned as 26 plants, and the SATORP refinery of Aramco and TotalEnergies. Petrochemical exports leave through King Fahd Industrial Port. For a manpower request this means one thing: name the operator and the plant, because the gate pass, the induction and the card rules belong to that site, not to the city.
