One work front with two or three trades usually needs a general foreman and can share supervision. Several fronts running at once need both: a supervisor holding the plan and the client interface, and a general foreman on each front turning it into a day's work.
A general foreman is judged by what the client sees each morning. Usually that is a daily manpower report by trade, progress against the day's plan, the constraints holding up tomorrow's work, and safety observations from the front. On a double-shift job, the weak point is the change of shift. A general foreman on each shift, with a written handover of open permits, unfinished tasks and constraints, keeps the night shift from restarting what the day shift already solved.
